+ Request For Bids - High Service Pump No 3 Replacement - Golden Valley, MN

RECEIPT AND OPENING OF PROPOSALS:  Sealed proposals for the work described below will be received by the Assistant City Engineer at the City Hall, 7800 Golden Valley Rd., Golden Valley, MN 55427 until February 14, 2019 at 11:00 a.m., at which time the bids will be opened and publicly read.

DESCRIPTION OF WORK:  The work includes the following:

COMPLETION OF WORK:  All work under the Contract must be substantially complete by October 4, 2019 and complete by November 1, 2019.

MINIMUM CONTRACTOR QUALIFICATIONS:  The Bidder shall have experience as a General Contractor in the successful completion of at least one high service pump replacement project within the last five (5) years. Minimum horsepower of the pump shall be 150 hp.

OBTAINING CONTRACT DOCUMENTS AND BIDDING REQUIREMENTS:  Plans and specifications and all contract documents may be obtained at the office of Bolton & Menk, Inc., 7533 Sunwood Drive NW, Suite 206, Ramsey, MN 55303, upon payment of $50.00, (includes sales tax); non-refundable for each full set of specifications and accompanying drawings. PLANHOLDERS LIST, ADDENDA AND BID TABULATION:  The planholders list, addenda and bid tabulation will be available on-line at www.bolton-menk.com.

Bids will be received on a lump sum basis.

RESPONSIBLE CONTRACTOR:  The successful bidder must be a “responsible contractor.” The term “responsible contractor” means a contractor as defined in Minnesota Statutes, section 16C.285, subdivision 3. Any prime contractor, subcontractor, or motor carrier that does not meet the minimum criteria or fails to comply with the verification requirements is not a responsible contractor and is not eligible to be awarded a construction contract for the project or to perform work on the project. A prime contractor, subcontractor, or motor carrier that makes a false statement under oath verifying compliance with the minimum criteria will be ineligible to be awarded a construction contract on the project, and the submission of a false statement may result in termination of a contract awarded to a prime contractor, subcontractor, or motor carrier that submits the false statement. A prime contractor shall include in its verification of compliance a list of all of its first-tier subcontractors that it intends to retain for work on the project. Before execution of a construction contract, a prime contractor shall submit a supplemental verification under oath confirming that all subcontractors and motor carriers that the prime contractor intends to use to perform project work have verified to the prime contractor, through a signed statement under oath by an owner or officer, that they meet the minimum criteria for a responsible contractor.

BID SECURITY: A certified check or a Bid Bond satisfactory to the City of Golden Valley, Minnesota, in the amount of not less than 5 percent of the total Bid price submitted must accompany each Bid.

LABOR RATES - MINIMUM WAGE REQUIREMENTS:  This project is being funded by the City of Golden Valley, Minnesota.  The project is not subject to the provisions of Little Davis-Bacon Act.

PERFORMANCE AND PAYMENT BONDS:  The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract.

The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents.

PROJECT ADMINISTRATION:  All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager for the project.  It shall be understood, however, that no specification interpretations will be made by telephone.

A set of Proposal Forms, Plans, and Specifications may be obtained from the Consulting Engineers, WSB & Associates, Inc., 701 Xenia Avenue South, Suite 300, Minneapolis, MN 55416, for a nonrefundable fee of $100 per set, check payable to WSB & Associates, Inc. 

Bid security in the amount of 5 percent (5%) of the Bid must accompany each Bid in accordance with the Instructions to Bidders.

Bidders are required to submit information indicating they have practical experience of the particular construction work bid upon, and that they have the ability and resources to complete the proposed work in a manner satisfactory to the Owner. A contract award will only be made to a bidder meeting the minimum contractor qualifications as stated within the contract specifications.

The City of Golden Valley reserves the right to reject any and all Bids, to waive irregularities and informalities therein and to award the Contract in the best interests of the City of Golden Valley.
