Council Plans To Lower Tax Impact For 2011

At a Council/Manager meeting Nov 9, City Council directed staff to use the remaining Valley Square tax increment funds to reduce the City’s debt levy and proposed 2011 property tax levy by $160,000. On a $250,000 median home, this will reduce the tax impact on the City’s portion by $12 per year from the amount reported on the proposed property tax statement taxpayers received from Hennepin County in November.

This is a result of a 2009 decision by City Council to close the Valley Square tax increment district a year early, allowing Hennepin County to distribute remaining tax increment funds to the County, City, and school district.

In September, the City Council certified a preliminary 2011 tax levy of $16,569,450, a 1.48 percent increase from 2010 (a $25 increase on a median home). Using the tax increment funds will lower the 2011 proposed levy to $16,409,450, which will be a .50 percent increase from 2010 (a $13 increase on a median home).

Even though general fund expenditures decreased by $61,700 for 2011 (the result of not filling two positions, one in street maintenance and one in police), the general fund levy increased by $207,545 to offset the loss of revenue from building permits, interest earned, and the state unallotment of market value homestead credit (MVHC). This increase also was needed to maintain a balanced budget.

Free and accessible rides to polling places throughout the metro area will be available this upcoming Election Day, Nov 2, through the Rides to Polls Coalition.

To schedule a ride to and from your polling place, call 1-877-507-4337 or email jeff@mncn.org. Space is limited.

Trained volunteer drivers will pick you up and take you back home, with rides available from 6 am to 8 pm across the metro. Vans are fully handicap accessible.

Voter Pre-Registration Deadline Is Oct 12

The deadline to pre-register for the Nov 2 election is Oct 12.

State law requires Minnesotans to be registered at their current address before they are allowed to vote. Registrations remain current until voters move or change their names. Voters must also re-register if they have not voted in the last four years.

Golden Valley offices will be open until 5 pm on Oct 12 to give residents more time to visit City Hall and pre-register.

Voters can use the Secretary of State office’s online Voter Registration Lookup at www.mnvotes.org to quickly learn whether they are registered at their current address. The service also provides links to other voter resources such as how to register, the dates of the next election, and polling place location information.

Minnesotans may register to vote by completing a voter registration application and submitting it to their county auditor’s office or the Office of the Secretary of State. Applications are available online at www.mnvotes.org or at county government offices and public libraries.

Those who register before the deadline will not have to register again on Election Day. Minnesota allows voters to register on Election Day as long as they provide proper proof of residence. For more information about voting and eligibility requirements, visit www.mnvotes.org.
