Regulation of Tobacco Sales

The Golden Valley City Council passed a new Tobacco Licensing and Regulations ordinance at its Oct 15, 2019 meeting. The new ordinance, effective Jan 1, 2020, prohibits the sale of tobacco to those under 21, the sale of flavored tobacco, including menthol, at all retailers, limits the number of tobacco licenses issued by the City at eight, and more. Prior to passing the ordinance, the Council approved a six-month moratorium, Aug 20, 2019, limiting new tobacco retail facilities from opening in Golden Valley. During this time, the City’s Planning Commission was tasked with evaluating the impact of tobacco retail facilities on communities citywide. The Commission also explored amending the City’s Zoning Code and specifically location and signage restrictions.

  • Council passes interim ordinance imposing a six month moratorium on tobacco retail facilities.

Aug 13, 2019, 6:30 pm: Council/Manager Meeting at Golden Valley City Hall (Meeting Agenda)

    • Council and staff reviewed and discussed initial draft of the ordinance. Public comments were taken at this meeting.

Aug 5, 2019, 6–8 pm: Regulation of Tobacco Sales Public Forum at Brookview

    • Open to residents and businesses to learn more about the topic and share feedback (see box on right for Community Input Report)

July 17–Aug 6, 2019: Tobacco Regulation Survey Open (Results)

    • The City Council asked residents and business owners to take a survey to gather input on the topic.
