Cannabis Business Registration
Any individual or entity wanting to operate a state-licensed cannabis retail business within Golden Valley must first obtain a retail registration from the City. This page will provide you general information regarding cannabis registration, the application process, and resources available to help businesses understand this newer legislation. Please note that page is for informational purposes only. In all matters, state law and regulations and the Golden Valley City Code are the final authority.
- The City does not currently have a cap on the number of retail registrations allowed in Golden Valley.

- Lower potency hemp edibles include beverages and tinctures under 0.3% THC.
- City staff cannot give legal advice. Applicants/businesses should consult with a private attorney to evaluate eligibility and ensure compliance with all applicable laws.

Before submitting a registration application (coming soon) with the City of Golden Valley, all cannabis businesses must hold a preliminary approval status or approved license issued by the Office of Cannabis Management (the “OCM”) (link).

Building and Fire Code Compliance
The OCM has stated that during the zoning compliance certification at the local government level the following items should be taken into account:
- Have all necessary building permits and build-outs been completed?
- Has the applicant passed all necessary local inspections?
- Has the applicant been found compliant with state fire and building codes?
Please take these questions into consideration as you continue your application process.
- Initial Registration Fee - Lesser of $500 or 1/2 of the amount of the applicable initial license fee under Minn. Stat. § 342.11 (link)
- Renewal Registration Fee - Lesser of $1,000 or 1/2 of the amount of the applicable renewal license fee under Minn. Stat. § 342.11 (link)
- Per Minn. Stat. § 342.22, subd. 2 (link), “The initial registration fee shall include the fee for initial registration and the first annual renewal. Any renewal fee imposed by the local unit of government shall be charged at the time of the second renewal and each subsequent annual renewal thereafter.”
- Registration fees are non-refundable.
