Code Of Conduct At City Facilities
This Code of Conduct establishes standards to ensure that all City public facilities are safe, welcoming, accessible, and that they are used responsibly and respectfully by all. The Code of Conduct applies to:
- all City-owned or City-managed public facilities, including but not limited to parks, open spaces, trails, playgrounds, aquatic and sports facilities, City Hall and associated offices, community centers, event venues, shelters, parking areas, and adjoining public grounds
- all visitors, including individuals, families, businesses, and private associations or groups using facilities
Compliance is a condition of entry and continued presence in any City facility. Any Visitor may be asked to leave for violating the Code of Conduct or City Code 20-11: Public Conduct in Parks.
- Facility means any City-owned or City-managed public building, structure, park, field, court, pool, trail, or grounds open to the public.
- Visitor means any member of the public present at a Facility, including participants, spectators, vendors, contractors, volunteers, and members of private associations.
- Private Association means any club, league, nonprofit, company, or other organized group using a Facility, with or without a permit.
- City means the City of Golden Valley, including its departments, officers, employees, contractors, and agents.
- Permit means written authorization in any form issued by the City for reserved or special use of a Facility.
General Standards Of Conduct
All Visitors shall follow standards of conduct as outlined in this section. Visitors must:
- comply with posted rules, City staff directives, Facility hours, permitted use conditions, and all applicable City codes and regulations
- treat others with courtesy, and respect; refrain from harassment, discrimination, threats, intimidation, or abusive, profane, or offensive language or conduct
- use Facilities for their intended purposes and remain in authorized areas only
- supervise minors in their care; parents/guardians remain responsible for minors’ conduct
- maintain personal belongings; the City is not responsible for lost or stolen items
Visitors Should
- Follow all safety signage, capacity limits, and instructions from City staff, security, or emergency personnel
- Report hazards, injuries, suspicious activities, or damaged equipment to City staff promptly
- Comply with emergency evacuations and drills; do not re-enter restricted areas until cleared by authorized personnel
Visitors Must Not
- Block entrances, exits, aisles, accessible routes, emergency equipment, fire lanes, hydrants, or driveways
- Have open flames, fireworks, and hazardous materials
The following conduct is prohibited unless expressly allowed by law or permit:
- violence, fighting, physical altercations, or threats thereof
- harassment, discriminatory conduct, or hate speech directed at protected classes
- possession of weapons where prohibited by law or posted rule; brandishing or unsafe handling of any object as a weapon
- theft, fraud, or misrepresentation
- littering, illegal dumping, or improper disposal of waste; spitting on indoor surfaces
- unauthorized entry into restricted, staff-only, or closed areas; remaining after closing
- obstructing or interfering with City staff in the performance of their duties
Visitors Should
- Use equipment, fields, and amenities only as intended and with due care
- Return City equipment to designated locations after use
- Return facilities and fields to original state of use
- Use facilities in a manner that maintains accessibility for persons with disabilities, including keeping accessible routes clear
Visitors Must Not
- Vandalize, deface damage or tamper with City property, landscaping, signage, equipment, technology, or furnishings
- Camp, lodge, or store personal property in Facilities without authorization
- Dig or stake items into the ground
With Authorization, Visitors May Be Able To
- Affix items to fixtures
- Conduct commercial activity, vending, or solicitation
Visitors Should
- Keep noise at a reasonable level so as not to disturb other visitors, nearby activities, or surrounding neighborhoods
- Observe posted Facility hours and quiet hours
- Exit promptly at closing unless authorized by permit
Visitors Must Not
- Engage in loud and disturbing noises, including amplified sound (loudspeakers, generators, etc) are not allowed except as authorized under City Code 26-9
Animals are permitted only as allowed by Facility rules and for service animals as defined by applicable law.
Visitors Should
- Ensure all animals are leashed and under the handler’s control at all times under City Code 20-31
- Immediately clean up and properly dispose of animal waste
Visitors Must Not
- Bring animals fields, courts, playgrounds, and indoor Facilities unless specifically allowed by posted rules or permit
- Feed wildlife or stray animals
Casual, non-commercial photography is generally permitted in public areas.
Visitors Must Not
- Photograph or record in areas where a reasonable expectation of privacy exists (e.g., restrooms, locker rooms) or where prohibited by posted signs or law
With Authorization Visitors May Be Able To
- Conduct commercial filming/photography through a Special Event permit.
- These productions must meet the requirements of the Special Event Ordinance and must reimburse the City for any City costs. Additional requirements may apply.
Visitors Should
- Park only in designated areas; comply with posted time limits, fees, and accessible parking rules
- Obey Facility-specific traffic rules, speed limits, and directional signage
Visitors Must Not
- Block traffic, fire lanes, hydrants, crosswalks, etc
With Authorization Visitors May Be Able To
- Park in authorized or permitted spaces
Visitors Should
- Follow indoor Facility attire guidelines as posted (eg, shirts and footwear at Three One Six Bar + Grill)
- Comply with public health orders and any temporary health measures
Visitors Must Not
- Use Facilities while ill with communicable disease in a manner that poses a public health risk
Visitors Should
- Comply with usage limits and content restrictions posted by the City’s IT policies
Visitors Must Not
- Tamper with outlets, AV systems, network equipment, or security systems
- Overload circuits
Charitable drives, tabling, leafletting, and demonstrations may be subject to permit, designated areas, time restrictions, and capacity limits consistent with applicable law and forum type.
Visitors Should
- Clear area by disposing of or taking away all items, including recyclables, trash, and compostables in possession
- Use restrooms, lockers, and changing areas appropriately
- Protect natural resources
Visitors Must Not
- Bathe or launder outside of designated amenities
- Disturb wildlife, remove vegetation, or collect natural materials, except as expressly permitted for City programs
Visitors Should
- Observe field, court, course, trail, gym, and fitness area rules, including rotation, attire (including non-marking shoes where required), and equipment restrictions
- Wear appropriate safety gear for the activity; follow referee or staff instructions
- Warm up and practice in designated area.
- Yield to pedestrians and comply with speed and safety requirements where motorized devices are allowed (eg, drones, RC vehicles, e-bikes, and scooters)
Visitors Must Not
- Occupy fields or courts without reservations during peak times where posted
Visitors must refrain from:
- smoking, vaping, or use of tobacco or marijuana products, except as authorized under City Code 14-21
- alcohol possession or consumption of alcohol without a license or permit
- illegal drugs or controlled substances, or being under the influence to a degree that poses a safety risk or disrupts others
Permits, Reservations, And Private Association Use
Certain activities require permits or reservations, including but not limited to exclusive use of spaces, tournaments, athletic events, leagues, amplified sound, large gatherings, vending, alcohol, staging, inflatables, and structures.
Permit holders and Private Associations are responsible for:
- ensuring participants, spectators, vendors, and contractors comply with this Code of Conduct and all permit conditions
- providing required insurance, indemnification, and security, as stated in the permit
- returning Facilities to original condition; paying applicable fees and deposits; and reporting incidents or damage
- communicating respectfully and timely with City personnel
The City may relocate, modify, or cancel permitted activities for safety, maintenance, emergencies, or conflicting public needs, with notice as feasible.

The City of Golden Valley complies with American Disabilities Act (ADA) and will provide reasonable accommodations upon request.
