For the 2008 to 2018 Comprehensive Plan, the City Council focused on developing a vision for the land along I-394 (from Highway 100 to Rhode Island Avenue S).
The Council determined that a land-use study of the area would allow it to manage change through updated zoning. This meant studying what was currently there and getting community input to create an updated plan for the area, complete with updated zoning land use regulations. As directed by the City Council, City staff hired a consultant (URS Corp) to help conduct the study.
The final I-394 Corridor Study can be found in Chapter 4 of the 2008 to 2018 Comprehensive Plan.
The draft I-394 Corridor Study Report was presented to the City Council and Planning Commission in February 2007.
In December 2008, the I-394 Mixed Use Zoning District was created and implemented by the City Council. The mixed use vision described in the study are now being implemented in zoning criteria.
